Q1: Some people say that the people of the Fire will not abide in it eternally, and they cite the saying of Allah the Exalted:
wherein you will abide eternally, except for what Allah willsخَالِدِينَ فِيهَا إِلاَّ مَا شَاءَ اللَّهُ
[Al-An'am 6:128]

A1: Numerous proofs from the Book and the Sunnah have established that the Fire will not cease, and that the disbelievers will be made to abide in the Fire eternally, and that they will not be brought out of it. Allah the Exalted said:
That is because you took the verses of Allah in ridicule, and worldly life deluded you." So that Day they will not be removed from it, nor will they be asked to appease [Allah].ذَلِكُمْ بِأَنَّكُمُ اتَّخَذْتُمْ آيَاتِ اللَّهِ هُزُوًا وَغَرَّتْكُمُ الْحَيَاةُ الدُّنْيَا فَالْيَوْمَ لاَ يُخْرَجُونَ مِنْهَا وَلاَ هُمْ يُسْتَعْتَبُونَ
[Al-Jathiyah 45:35]
, and He said:
Indeed, those who disbelieve in Our verses - We will drive them into a Fire. Every time their skins are roasted through We will replace them with other skins so they may taste the punishmentإِنَّ الَّذِينَ كَفَرُوا بِآيَاتِنَا سَوْفَ نُصْلِيهِمْ نَارًا كُلَّمَا نَضِجَتْ جُلُودُهُمْ بَدَّلْنَاهُمْ جُلُودًا غَيْرَهَا لِيَذُوقُوا الْعَذَابَ
[An-Nisa 4:56]
, and He said:
And whoever disobeys Allah and His Messenger - then indeed, for him is the fire of Hell; they will abide therein forever.وَمَنْ يَعْصِ اللَّهَ وَرَسُولَهُ فَإِنَّ لَهُ نَارَ جَهَنَّمَ خَالِدِينَ فِيهَا أَبَدًا
[Al-Jinn 72:23]
, and He said:
(74) Indeed, the criminals will be in the punishment of Hell, abiding eternally. (75) It will not be allowed to subside for them, and they, therein, are in despair. (76) And We did not wrong them, but it was they who were the wrongdoers. (77) And they will call, "O Malik, let your Lord put an end to us!" He will say, "Indeed, you will remain."إِنَّ الْمُجْرِمِينَ فِي عَذَابِ جَهَنَّمَ خَالِدُونَ (74) لاَ يُفَتَّرُ عَنْهُمْ وَهُمْ فِيهِ مُبْلِسُونَ (75) وَمَا ظَلَمْنَاهُمْ وَلَكِنْ كَانُوا هُمُ الظَّالِمِينَ (76) وَنَادَوْا يَامَالِكُ لِيَقْضِ عَلَيْنَا رَبُّكَ قَالَ إِنَّكُمْ مَاكِثُونَ
[Az-Zukhruf 43:74-77]
, and He said:
But the ones who disbelieved and denied Our verses - those are the companions of the Fire, abiding eternally therein; and wretched is the destination.وَالَّذِينَ كَفَرُوا وَكَذَّبُوا بِآيَاتِنَا أُولَئِكَ أَصْحَابُ النَّارِ خَالِدِينَ فِيهَا وَبِئْسَ الْمَصِيرُ
[At-Taghabun 64:10]
. It is established from the Prophet (peace and blessings be upon him) that he said:
Death will be brought on the Day of Resurrection like a black ram... until he said: Then he will be ordered to be slaughtered, and then it will be said: "O people of Paradise, eternal abode, no death. And O people of the Fire, eternal abode, no death"يجاء بالموت يوم القيامة كأنه كبش أملح ... إلى أن قال : فيؤمر به فيذبح ثم يقال : يا أهل الجنة خلود فلا موت ، ويا أهل النار ، خلود فلا موت
, narrated by Muslim in his Sahih. And He (Glorified and Exalted is He) affirmed the eternal abode of Paradise and the Fire and their perpetuity, and the eternal abode of the believers in Paradise and the disbelievers in the Fire in many verses of the Qur'an. And the established Sunnah of the Prophet (peace and blessings be upon him) detailed this in a manner that leaves no room for doubt about its reality.
As for the exception by the will of Allah in His saying:
wherein you will abide eternally, except for what Allah willsخَالِدِينَ فِيهَا إِلاَّ مَا شَاءَ اللَّهُ
[Al-An'am 6:128]
and other such verses, it does not mean that the believers will not abide in Paradise eternally, or that the disbelievers will not abide in the Fire eternally. Rather, the exception in them came to affirm the will of Allah the Exalted, and that the establishment of the will of Allah is in all circumstances, so it does not fail in any state. Therefore, Allah the Exalted followed the state of those who have failed with His saying:
Indeed, your Lord is an effecter of what He intends.إِنَّ رَبَّكَ فَعَّالٌ لِمَا يُرِيدُ
[Hud 11:107]
. And from His action is that He wills to make the disbelievers abide in the Fire eternally, and to make the believers abide in Paradise eternally. Therefore, in their state, after mentioning the will, He said:
a bestowal uninterrupted.عَطَاءً غَيْرَ مَجْذُوذٍ
[Hud 11:108]
, meaning: that it is continuous and does not cease. It was also said that the exception in the state of those who have failed is to exclude the disobedient among the believing monotheists; they did not enter it except because of their failure, but it is less than the failure of the disbelievers, so the will came to exclude them. As for His saying:
And as for those who were [destined to be] prosperous, they will be in Paradise, abiding therein as long as the heavens and the earth endure, except what your Lord should will - a bestowal uninterrupted.وَأَمَّا الَّذِينَ سُعِدُوا فَفِي الْجَنَّةِ خَالِدِينَ فِيهَا مَا دَامَتِ السَّمَاوَاتُ وَالْأَرْضُ إِلاَّ مَا شَاءَ رَبُّكَ عَطَاءً غَيْرَ مَجْذُوذٍ
[Hud 11:108]
, the text therein is decisive that their pleasure is permanent and does not cease, and this is the meaning of eternal abode. The exception is to clarify that their permanence in the pleasure they are in is not an obligatory matter in itself, but it is entrusted to the will of Allah the Exalted.
