A word by the Shaykh regarding the conditions for the obligation of fasting and the first condition: that one be a Muslim.

Machine translationRead the Arabic original
The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful.
Praise be to Allah, Lord of the worlds, and I send prayers and peace upon our Prophet Muhammad, the Seal of the Prophets and the Imam of the righteous, and upon his family and his Companions, and upon those who follow them with excellence until the Day of Judgment. As for what follows, O my brothers,
(may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said:
If any owner of gold or silver does not pay what is due on him, when the Day of Resurrection would come, plates of fire would be beaten out for him; these would then be heated in the fire of Hell and his sides, his forehead and his back would be cauterized with them. Whenever these cool down, (the process is) repeated during a day the extent of which would be fifty thousand years, until judgment is pronounced among servants, and he sees whether his path is to take him to Paradise or to Hell.
Sahih Muslim 987a
This hadith indicates that one who withholds zakah does not become a disbeliever. The indication from the hadith is his statement, "then he will see his way, either to Paradise or to the Fire," because if he were a disbeliever, he would never have a way to Paradise. O my brothers, this is the first condition.
