Is it permissible for me to participate in jihad with the Emirate of Nuristan, which is reported to have been established on the banner of tawhid (the oneness of Allah) and the Salafi methodology, and which has an independent army?

The questioner : I say that we discussed this issue yesterday, along with the brother al-Huwaini, the brother Muhammad Musa Nasr, the brother Salim, and the brother Samir, a group of brothers, regarding the topic of jihad in Afghanistan. The brother Muhammad Musa mentioned that during his visit to Pakistan, he met with them and learned that there is an emirate established on the banner of tawhid (the oneness of Allah) and the Salafi methodology, called the Emirate of Nuristan. It is Islamic, they apply the hudud (fixed Qur'anic punishments) there, it has an independent army, and it is not part of the so-called union they established among themselves. So I say, as for us Muslims, is it permissible for me to go, prepare, and depart for Afghanistan to fight in the path of Allah and attain this great honor?

The Shaykh : Whoever is convinced by what I said, it is as I said, clear? Whoever is convinced that there is an established Islamic state that is free to act and does what it does by its own will and with its own strength and capability, then it is obligatory for him to join them and be with them.

The questioner : It is an individual obligation (fard 'ayn).

The Shaykh
and be with those who are true. وَكُونُوا مَعَ الصَّادِقِينَ
[At-Tawbah 9:119]
, Yes.

The questioner : It is an individual obligation (fard 'ayn).

The Shaykh: Yes.

The questioner : Now, regarding purification and education and their role in the matter.

The Shaykh: Yes.

The questioner : I mean, how do we link this now with the individual obligation of jihad in Afghanistan, if we know that Nuristan is established, that Nuristan is currently established on this banner?

The Shaykh : I tell you, whoever is convinced by that.

The questioner : Whoever is convinced.

The Shaykh : I cannot say this because I have no knowledge of it, but whoever is convinced by what was mentioned, and I hope it is true.

The questioner: Yes.

The Shaykh : Then his obligation is to emigrate to that land.
