The questioner : The committees are currently operating in the mosque. They are working on civil defense committees, meaning people are currently expecting an attack from Israel on Jordan, occupation, and so on. So they are forming committees for blood donation, having a pharmacy, and providing first aid. The Shaykh : I say: This is a permissible matter, indeed it is necessary. The best place for citizens to undertake such things—may Allah have mercy on you—is the mosques. But as you know, mosques have sanctity in the Shari'ah, so it is not permissible to have chaos, noise, and shouting in them. People today, unfortunately, do not have Islamic upbringing; you find them talking in the mosque as if they were in a coffee shop or one of the clubs. If these proper etiquettes specific to mosques are observed, and the space is dedicated to such public interests for Muslims, then we hold our heads high as Muslims—and I do not say "as Muslims" as others do—we hold our heads high when we say that the mosque is not only for worship, but also for seeking knowledge, organizing armies, distributing them, managing them, and so on. These matters you mentioned are among the preliminaries to such important matters in Islam. So the answer is that it is permissible with the aforementioned condition, which is observing the etiquettes befitting mosques.

The questioner : Our Shaykh, what if there is a ground floor, and it is not in the mosque itself, a ground floor.

The Shaykh : It is not important to me to speak in general terms first. There may be a mosque that has no ground floor and no upper floor, but is just a mosque. So I am speaking in general terms first. First, allow me.

The Shaykh : Second: This ground floor is either considered part of the mosque or not considered part of the mosque. In other words, it is either within the boundaries of the mosque or outside of it. If it is inside the mosque, then the matter is as you heard. If it is outside the mosque, then any place at that time does not require such etiquettes.
