Is the jizyah specific to the People of the Book, or is it general for every disbeliever?

Machine translationRead the Arabic original
The questioner : Shaykh, if it is possible, let us raise the old question and record it; otherwise, let us move on to a new question. As for the old one, Shaykh, which is not recorded, and which we hope our brothers who were sitting in the house... it is the saying of our Lord, Glorified and Exalted is He:
Fight those who do not believe in Allah or in the Last Day and who do not consider unlawful what Allah and His Messenger have made unlawful and who do not adopt the religion of truth from those who were given the Scripture - [fight] until they give the jizyah willingly while they are humbled.
[At-Tawbah 9:29]
Now, the teacher says, does this apply specifically to the People of the Book paying the jizyah, or is it general for every disbeliever and Muslim?

The Shaykh : ... meaning, your problem is that now each one of you has to give an introduction for each one; the matter will not end.

The questioner : The point is that the answer was extensive, and it mentioned to us the rules of the absolute and the restricted, which we thought we did not have...

The Shaykh : They are recorded tapes, and it is not reasonable that I, in every session...

The questioner : So, the other question, Shaykh, may Allah reward you.

The Shaykh : Raise questions that have not been raised before, so they are not repetitive.
