Answer: It is the latter. The two taslims are not both obligatory; rather, the obligatory one is the first taslim, which is a pillar of the prayer, and the prayer is not valid without this first taslim. As for the second taslim, it is a sunnah. It is a sunnah because it is established from the Messenger (peace and blessings be upon him) that at times he would say, "Peace be upon you and Allah's mercy." This is the pillar, and the prayer is not valid without this first taslim. As for the second taslim, it is a sunnah, and it is better to perform it, even if only occasionally.
