The Shaykh : So, as the scholars say, there is a fatwa and there is taqwa. The fatwa is that it is permissible for a woman to live in her house with her mahrams, with her sons, and with her daughters, within the limits of the previous verse:
not expose their adornment وَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا
[An-Nur 24:31]
She reveals her head, her forearms, and a part of her upper arms... and a part of her lower legs with her feet. This is all that is permissible for her to show before her mahrams, and this is the fatwa. As for taqwa, she should always be veiled in the house, as if she knows that a stranger is living with her, because that is safer for her. But this is not obligatory, so we said there is taqwa and there is a fatwa. The fatwa is that she uncovers to the extent previously mentioned: she reveals her feet, a part of her lower legs, and her forearms, especially when she is at her feet, during wudu, and the like, and her head, a part of her neck, and a part of her chest. This is all that is permissible for her according to the fatwa. Taqwa is that she covers herself as much as she is able to do so.
