The Prophet (peace be upon him) said:
Complete the first rows, then the next أتمُّوا الصفوف الأول فالأول
, and it is established in many hadiths that the Messenger (peace be upon him) ordered the closing of gaps. Therefore, as long as there is empty space in the mosque, it is not permissible for a Muslim to pray on the road on the excuse that there is a crowd. Is there a crowd, or is there empty space? There is empty space, so you must fill it. If there is no empty space, there is no harm in praying on the road, because the prohibition of praying on the road is not established in the Sunnah. Rather, the Messenger (peace be upon him) prohibited praying in the main thoroughfares, meaning where people walk. If you pray there, you are praying in the path of people, so you harm them and they harm you as well, because you do not know how to pray if you want to prevent someone passing in front of the one praying from interfering with your prayer. You will remain in conflict with the passersby. Therefore, praying on such a road is prohibited. However, a road in the desert where no one passes, there is no harm in praying there. Likewise, the road next to the mosque: if the mosque is full and crowded with worshippers, and then the rows of people continue to the right of the mosque, to the left, and behind it, there is absolutely no objection. So, 'Umar's statement: "Pray in the mosque" does not mean pray on top of people, but rather pray in the mosque as long as there is a gap and space in the mosque. And if there is no space in the mosque
Allah does not charge a soul except [with that within] its capacity لَا يُكَلِّفُ اللَّهُ نَفْسًا إِلَّا وُسْعَهَا
[Al-Baqarah 2:286]
, then there is no harm in praying next to the mosque on the road at that time.
