Leaving off prayer in the mosque

The third question of Fatwa No. ( 19587 )
Q 3: There is a mosque next to the government office where we work. This mosque is neglected by the authority responsible for it. New recruits pray in it, to the point that they may not even know what prayer means. They come to prayer without performing wudu', they commit many actions that invalidate the prayer, and they disturb us in our prayer. We have guided them more than once, but to no avail. My colleague has withdrawn from praying in this mosque because of the foul smells and the noise that spoil his tranquility in prayer. We have set up a prayer area for ourselves inside our office, and all the employees pray in it, and none of them have failed to do so. This is in contrast to when I pray in the mosque; no one prays in the prayer area until I come and pray with them there, and I remind them of the prayer and its time. I ask you, O honorable Shaykh, to issue a ruling on this: Is there a sin on me if I leave off prayer in the mosque ? It is known that the hadith of the Messenger of Allah (peace and blessings be upon him) states:Sunan ad-Daraqutni 3:592, and it is known that the only prayer that passes us in this office is the Zuhr prayer. Please issue a ruling on this, may Allah reward you.
Vol. 3: It is obligatory to demand that the authority to which the mosque belongs repair and maintain it, establish prayer in it, and also compel the worshippers to perform the prayer in the prescribed manner and prevent them from playing with it; for it is the second pillar of the pillars of Islam, and it is the pillar of Islam, so it is not permissible to be lenient regarding it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
