What necessitated them was the failure to implement the Shari'ah means established by the Prophet (peace and blessings be upon him), namely the system of collecting various funds mentioned in some books of the scholars of hadith, such as *Al-Amwal* by Abu Ubayd, *Al-Amwal* by Ibn Zunayjah, and other scholars who detailed the funds that must be collected and kept in reserve in the state treasury to serve the interests of the Muslims, whether general, ordinary, or incidental. If the Muslims had adopted this Shari'ah established by the Messenger (may Allah’s prayers and peace be upon him), it would have made them in no need of imposing means to collect funds and fill the state treasury.
