What is the ruling on saying the basmalah for wudu inside the restroom, especially since, as you know, the restroom includes the sinks and the place for relieving oneself?

Machine translationRead the Arabic original
The questioner : In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. As for what follows:
May Allah greet you, our Shaykh, in your second homeland. We say to you: there is no harm in the ablution, if Allah wills. May Allah prolong your life so that we may benefit from your knowledge. We tell you of our love for you in Allah. The merit belongs to Allah, then to you, for authoring this correct methodology for receiving Islam in word and deed. May Allah reward you with the best reward.
The first question: What is the ruling on saying the basmalah for wudu inside the restroom, especially since, as you know, the restroom includes the sinks and the place for relieving oneself?

The Shaykh : These are the women's questions, you said?

The questioner : Yes, the women of Khobar and Dammam.

The Shaykh : What Allah willed! We have spoken a lot about this issue. Since you have requested a concise answer, we say: The basmalah that is prescribed for the one who intends to relieve himself is said before he takes off his clothes and sits to relieve himself. It does not matter after that if the toilet is in a small room and there is a bathroom and a sink next to the toilet. None of this is harmful. Because we assume that if the sink is next to the toilet—the sink where one performs wudu—then when he stands to sit on the toilet, before he removes his clothes, he says: Bismillah. And when he exits, he says: Ghufraanaka (Your forgiveness). Here, there is no exiting; because he will move to the sink. But the intention here in exiting is to gather his clothes, and to walk even one step and say: Ghufraanaka. This is the answer to this issue.

The questioner : So even the dhikr of entering is in the restroom?

The Shaykh : It is so, but not inside it; because what I understood is not an enclosed toilet, but rather inside a room.

The questioner : It has a toilet and a sink.

The Shaykh : Yes, so when he approaches the toilet, he sits here and says: I seek refuge in Allah from the evil of the male and female jinn. And when he is finished and raises his clothes, at that time he says: Ghufraanaka, even if he walks one step.
