The questioner : If you would be so kind, O Shaykh, is it permissible to say the name of Allah inside the restrooms? Since most ablution areas are inside the bathroom?

The Shaykh : This is also a question that has been repeated in this era; because the method of construction is that the toilet is in a room that contains the washbasin where the Muslim performs ablution, and the shower where he bathes. So, does he say the name of Allah (Blessed and Exalted is He) when he stands to perform ablution? Or does he say the name of Allah (Mighty and Majestic) when he enters or stands to relieve himself?
This is a matter about which scholars are often asked, and the answer is: that it is necessary to do both; when he stands to relieve himself on this toilet in that room, which contains the washbasin and others as we mentioned, he must say the name of Allah, and seek refuge in Allah from Satan, as is established in the authentic hadiths. But when? He does this when he stands to relieve himself and before he is compelled to uncover his private parts, he says:
Farwa' b. Naufal reported: I asked 'A'isha about the supplication that Allah's Messenger (ﷺ) made. She said that he used to say:" O Allah, I seek refuge in Thee from the evil of what I have done and from the evil of what I have not done." باسم الله ، اللهم إني أعوذ بك من شرِّ الخبث والخبائث

, then he lowers his clothes and sits to relieve himself. When he finishes and pulls his clothes up, and walks even one step toward the washbasin or the shower; he says—as established in the authentic hadith—:
Forgiveness is Yours غفرانك
, and by that he has left the place of relieving himself.
And this answer is derived from how the earliest generations in Madinah were; where there were no latrines in their houses; how did they relieve themselves? Even the women among them used to go out to the open desert, far from the houses and buildings, to a low place called the *gha'it*; meaning: the low place. There, there were no buildings or latrine for the one who wanted to relieve himself to stand on. So, when does this person who went out to the desert to relieve himself in a low place of the earth say it? As I said just now; before he removes his clothes he says:
In the name of Allah باسم الله
, O Allah, keep Satan away and keep Satan away from what—pardon me—:

The one who said the name of Allah before removing his clothes did not mention Allah in the toilet; meaning: during the act of relieving himself. Likewise, when he relieved himself and pulled up his clothes and said:

, he did not mention Allah in the toilet. So, when he walks one or two steps until he is past the washbasin where he performs ablution, away from the toilet, he says there: In the name of Allah, and he begins to perform ablution.
And now we say—and you have heard the call to prayer—by the saying of the Messenger (peace and blessings be upon him):
When you hear the caller to prayer, say what he says, then pray for me, then ask Allah for me the intercession; for it is a rank in Paradise that is not fitting for anyone but one man, and I hope that I will be he; so whoever asks for me the intercession, my intercession will be granted to him on the Day of Resurrection إذا سمعتم المؤذِّن فقولوا مثلما يقول ، ثم صلوا عليَّ ، ثم سلوا الله لي الوسيلة ؛ فإنها درجة في الجنة لا تنبغي إلا لرجل ، وأرجو أن أكون أنا هو ؛ فمن سأل لي الوسيلة حلَّت له شفاعتي يوم القيامة
