Answer: As for the plots intended for ownership and real estate, there is no zakat on them, namely the one he will build upon and the one he kept with the intention of building and the intention of real estate. As for the land he intended to sell, if he actually sells it, and a lunar year passes over its value while it is in his possession, then he must pay zakat on it. However, its zakat does not become obligatory until he receives its price. If he sells it and the contract is completed, and a lunar year passes over its value, then zakat becomes obligatory on it, even if he has not received the price, because he owns the value by virtue of the contract.
