The Shaykh : As for learning the Arabic language, it is obligatory without doubt, based on what is established among the scholars in the foundational principle of jurisprudence: "That which is necessary for the performance of an obligation is itself obligatory." A student of knowledge cannot understand the Qur'an and the Sunnah except through the Arabic language.
As for speaking it, it is a recommended matter, especially since it helps the speaker to increase in knowledge and proficiency in understanding it. Therefore, learning the Arabic language is obligatory, while speaking it is recommended, as there is no evidence obligating it.
