The Shaykh : Please, may Allah reward you with good.

The questioner : What do you say about a call published in some local newspapers by a man named "Husayn ibn Ahmad Amin" to form a "General Islamic Parliament" of Muslims, secularists, and non-Muslims to reconsider the matters of the Shari'ah, such as hijab, riba, and other rulings?

The Shaykh : What Allah willed! And among the Muslims are those who mix disbelievers with Muslims in the rulings of the Shari'ah? Glory be to Allah! The matter is as it was said: "Live through Rajab and you will see a wonder, or hear a wonder." We do not think it right to involve the ignorant among Muslims in reviewing the rulings of the religion; so how is it permissible to involve non-Muslims in reviewing the rulings of the religion? This is one of the calamities that befall Muslims in the present age, that whoever wishes speaks whatever he wishes of desires and disasters—claiming it is for the benefit of the religion!
It is not hidden from all Muslims that every field of knowledge has its own specialists, and that there are specializations in every field. What would this writer or anyone else say if someone like him were to propose holding a general conference to review the medical opinions that emerge in this time, with jurists, hadith scholars, Muslims, merchants, and the general public attending? Surely, as is said here, hearing of the evil is enough for you. Who says that this is the logic and mind of a sane person, setting aside his religion, his knowledge, and his ignorance? Does a sane person say that in every field of knowledge, one must attend and discuss it who has absolutely nothing of that knowledge? This is sufficient to demonstrate the misguidance of this statement, and the calamity of Muslims with such things in this time! And Allah is the One to be sought for help.
