What is the ruling on using the hadith: "Make me the leader of my people" as evidence for the permissibility of running for elections?

Machine translationRead the Arabic original
The questioner : Is the hadith: "Make me the leader of my people" authentic?

The Shaykh : How?

The questioner : Regarding the hadith: "Make me the leader of my people," he said:
You are their leader
, is it also cited as evidence?

The Shaykh : This is good.

The questioner : ...
Appoint me over the storehouses of the land. Indeed, I will be a knowing guardian." اجعلني على خزائن الأرض إني حفيظ عليم
[Yusuf 12:55]
.

The Shaykh : How? It is authentic, but this is a different type of evidence than that other one; because this is a matter from the legislation of those before us, whereas that other evidence has a valid aspect, but let us study it: Do you believe that Uthman ibn Abi al-As al-Thaqafi, who said: "Make me the leader of my people," or "the governor of my people," and to whom he (peace be upon him) said:
You are their leader, and follow the weakest of them, and do not appoint a caller to prayer who takes a wage for his call
, is this specific issue permissible to be adopted as a system and a rule; such that it is permissible for every Muslim to request to be appointed? Inform me with knowledge?

The questioner : ... .

The Shaykh : Yes?

The questioner : ...the capable one who is confident in himself, or something like that, has certain qualifications.

The Shaykh : Remove whatever conditions you wish fromThe student : for the appointment; so will he be appointed?
We do not appoint
.

The questioner : ... .

The Shaykh : Yes?

The questioner : If the Islamic state is established and exists.

The Shaykh : Of course, what are we talking about, a cartoon state? ... All right; but this evidence is in the context of the Islamic state, without a doubt.

The questioner: Yes.

The Shaykh : All right; so does this negate the rule:
We do not appoint the one who seeks authority
? It does not negate the rule. It is always a correct scientific principle that if there is a general rule, and then we find a specific case that contradicts the rule; it is not permissible to strike down the rule with this specific case, rather we exclude it and say: the rule is sound, but this specific case has its circumstances, and it has what justifies or legitimizes it; so now, Uthman ibn what did we say?

The questioner : Ibn Abi al-'As.

The Shaykh : Uthman ibn Abi al-As al-Thaqafi came with his people to pledge allegiance to the Messenger of Allah (peace and blessings be upon him) for Islam, and he had preceded his people in embracing Islam. So when he returned with his people, the Messenger of Allah (peace and blessings be upon him) was unable to determine who was suitable to be the leader of the people of Uthman ibn Abi al-As. Here, there is a great similarity to the verse mentioned by the brother just now, when Yusuf said to the governor of Egypt:
Appoint me over the storehouses of the land. Indeed, I will be a knowing guardian." اجعلني على خزائن الأرض إني حفيظ عليم
[Yusuf 12:55]
. So this is not self-praise in the first place, and secondly, because the governor of Egypt was completely ignorant of the capability of Yusuf (peace be upon him), just as he was ignorant of his prophethood. So in this case, it is possible to be an exception to the rule; because the rule means that the one who requests the appointment intends to benefit from it, and he may benefit from it not with money, but with status, rank, and reputation among people. So this leadership corrupts him just as it corrupts the weak in his will. So when Uthman ibn Abi al-As came with his people to the Prophet (peace and blessings be upon him) and they returned; who would lead this group? And who would take charge of them? And he knows himself and knows his people, and it is not usually possible for the Messenger (peace and blessings be upon him) to know who is more deserving of the leadership of this tribe in particular. So Uthman (may Allah be pleased with him) said: "Make me the leader," and he said to him as you heard.
The point is: that this specific case is not permissible to be adopted as a principle and a rule, and especially as the brother noticed - and you are all with him in that - that this is a time of love of showing off and exploiting positions, and so on. If we were in that time and remembered the rule, we would adhere to the rule. So what about this time where showing off has become widespread, and the love of employment has become widespread, even for preaching, leading prayer, judging, and issuing fatwas, for the sake of this world and not the Hereafter; except for a few of the servants of Allah (Mighty and Majestic)? And therefore he (peace and blessings be upon him) said, and with this saying we conclude this good gathering - if Allah wills:
Give this Ummah good news of elevation, nobility, glory, and establishment in the earth; whoever among them does a deed for the sake of this world, he will have no share in the Hereafter
.
So we ask Allah (Mighty and Majestic) to make us among the sincere in our worship of our Lord, the ones who know the Shari'ah of our Prophet (peace and blessings be upon him), and the ones who are eager to follow him (may Allah's prayers and peace be upon him).
