The Shaykh :"And from Uthman ibn Abi al-As (may Allah be pleased with him) that he said:
he asked God's Messenger to make him his people’s imam and that he replied, “You are their imam , but do according to what the weakest of them is capable of, and employ a mu’adhdhin who does not accept payment for his adhan .” يا رسول الله اجعلني إمام قومي ، فقال : أنت أمامهم ، واقتد بأضعفهم ، واتخذ مؤذنا لا يأخذ على أذانه أجرا

. The five [books] narrated it, al-Tirmidhi graded it hasan, and al-Hakim graded it sahih"
His statement: "From Uthman ibn Abi al-As" He was from Thaqif. The Prophet (peace and blessings be upon him) appointed him over Ta'if because he said:
Make me the leader of my people اجعلني إمام قومي
He says:
Make me the leader of my people اجعلني إمام قومي
Meaning: in the prayer. He said:
You are their leader أنت إمامهم
This is a contract of authority for the imamah of prayer, because the one who handles the contract of the imamah of prayers is the one in authority.
Follow the weakest of them. واقتد بأضعفهم
Meaning, if some of the congregation ask you to lengthen the recitation, ruku', or sujud beyond the Sunnah, and others ask you to shorten it for the weak, the obligatory thing is to follow the weakest.
and appoint a mu'adhdhin who does not charge for the calling of adhan. واتخذ مؤذنًا لا يأخذ على أذانه أجرًا
