The Shaykh : No, I do not think so, because as far as I know, they do not do it themselves; rather, it is imposed on them as an obligation. The important thing is that the money reaches the employee through a lawful means. If this money is mixed with something unlawful for a period of time, such as being deposited in the bank without his desire, then he owes nothing for that. However, he should strive to withdraw it at the earliest opportunity that presents itself. Yes.

Another questioner : Is this job with rulers who do not rule by what Allah has revealed?

The Shaykh : Yes. That adds nothing to the matter at all.

The questioner : Is the ruling the same?

The Shaykh : The important thing is whether the job he performs is lawful or not, and whether the money he takes as his salary is permissible or not. As for what the state does, ruling by other than what Allah has revealed, we are not responsible for it, and we are not able to change the ruling as some people today wish, from one evening to the next. Rather, preparation for this change must be made over a long, distant period, because we know with certainty that the Prophet (peace and blessings be upon him), who was supported by revelation from the sky at every moment, continued in his reform of his people for twenty-three years until he was able to plant the seed of the Muslim state. So what can Muslims do today, now that their Prophet has departed from among them, even though he left for them what he said (peace be upon him) in the authentic hadith:
I have left with you two matters by which you will not go astray as long as you hold fast to them: the Book of Allah and my Sunnah. They will not separate until they return to me at the Pond. تركت فيكم أمرين لن تضلُّوا ما إن تمسَّكتم بهما ؛ كتاب الله وسنتي ، ولن يتفرَّقا حتَّى يردا عليَّ الحوض
, authentic. And this is from the favor of Allah upon us and upon people, as He said in another hadith:
We have left you upon a white, pure path; no one goes astray or deviates from it except one who is ruined. تركنا على بيضاء نقيَّة ، لا يضلُّ أو لا يزيغ عنها إلا هالك

But because of what some of those who came before us committed in narrating weak and fabricated hadiths, and mixing them with the authentic, established hadiths on one hand, and what has mixed with the correct belief in the oneness of Allah in the names and attributes and other beliefs, which have no connection to the correct belief, and what has mixed with Islamic behavior in deviation from the Prophetic conduct, and other such defects, it is not possible for a Muslim community that has first unified its ideas and secondly unified its morals, until they are on one heart, it is not possible for them ever to establish the state of Islam and make it a reality walking on the face of the earth, except after carrying out what I call "purification and education." Purifying Islam from these matters we have mentioned that have entered it, and pairing this purification with educating the Muslim leaders from among those under their authority who are their subordinates. At that time, the Muslims will have laid for themselves a foundation, or the first brick of this foundation upon which the edifice of the Muslim state stands.
As for Muslims continuing to worship Allah and believe in Allah matters that were not in the first era, they will never be able to establish the state of Islam. They may establish a state, but it will not be the desired state that every Muslim zealous for his religion strives for.
Indeed, many peoples establish a disbelieving state on the face of the earth because of their activity and striving. And Allah (Mighty and Majestic) has established His sunnah in His creation, as He said:
(18) Whoever should desire the immediate - We hasten for him from it what We will to whom We intend. Then We have made for him Hell, which he will [enter to] burn, censured and banished. (19) But whoever desires the Hereafter and exerts the effort due to it while he is a believer - it is those whose effort is ever appreciated [by Allah]. مَنْ كَانَ يُرِيدُ الْعَاجِلَةَ عَجَّلْنَا لَهُ فِيهَا مَا نَشَاءُ لِمَنْ نُرِيدُ ثُمَّ جَعَلْنَا لَهُ جَهَنَّمَ يَصْلَاهَا مَذْمُومًا مَدْحُورًا * وَمَنْ أَرَادَ الْآخِرَةَ وَسَعَى لَهَا سَعْيَهَا وَهُوَ مُؤْمِنٌ فَأُولَئِكَ كَانَ سَعْيُهُمْ مَشْكُورًا
[Al-Isra 17:18-19]
. So these disbelievers who establish a state on the face of the earth, this is from their striving in this worldly life. But in the Hereafter, they have no creation and no share. So it is even more fitting that some Muslims be able to establish a state better than those states. But it will not be the state that Allah (Mighty and Majestic) permits to continue as long as He wills; because it was not established upon the guidance of the Messenger of Allah (peace and blessings be upon him) and upon his Sunnah.
In summary: In this intervening phrase—and it has become a bit long—it is obligatory for all Islamic groups that care and declare the necessity of first realizing the Islamic society, and secondly establishing the Islamic state on the face of the earth, to care for these two realities: "purification and education." It is not permissible for them to hasten matters, for it was said long ago: "Whoever hastens a thing before its time is tried with its deprivation."
