What is the ruling on one who argues for the permissibility of women watching television or magazines by citing the action of Aisha (may Allah be pleased with her), that she used to look at the men of Abyssinia?

Machine translationRead the Arabic original
The questioner : Some claim the permissibility of a man looking at images of women on television or in magazines, on the grounds that Aisha (may Allah be pleased with her) used to look at the men of Abyssinia while they were playing, and on the grounds that His saying (Mighty and Majestic):
to reduce [some] of their vision يغضُّوا من أبصارهم
[An-Nur 24:30]
does not mean the prohibition of looking at everything, so it is possible to look if the intention is good, like Aisha’s look?

The Shaykh : The answer to this doubt reminds me of a deviation that came from some scholars—regrettably—namely, the difference in ruling between two cases: a man looking at a woman, even if she is naked; this is forbidden, or if she is exposing part of her awrah (the part of the body that must be covered), this is forbidden without doubt among all Muslims. The distinction between this and looking at a woman’s image in a magazine, newspaper, or a private photo, even if it is as they say: “My Lord, as You created me,” this image is permissible to look at! As for looking at the woman in her natural state, this is forbidden, without doubt this is forbidden. But what made looking at a woman’s image permissible? Here is a philosophy: they said, looking at the image is looking at an illusion, whereas looking at the woman’s person is looking at reality, so this is forbidden and that is lawful! This is one issue.
Her sister comes, ... and listening to a woman’s voice and her singing is not permissible because of the fitnah (trial, discord or temptation) that follows from it, this is a correct ruling like the first ruling regarding looking at the person...
