A woman looking at a man?

Answer:
It is like what Allah (Exalted and Majestic is He) said:
And tell the believing women to reduce [some] of their vision and guard their private partsوَقُلْ لِلْمُؤْمِنَاتِ يَغْضُضْنَ مِنْ أَبْصَارِهِنَّ وَيَحْفَظْنَ فُرُوجَهُنَّ
[Al-Nur: 31]. It is like the man; she must lower her gaze, and he must lower his gaze. An incidental glance does no harm. An incidental glance that is not intended does no harm, such as looking at men on her way, or in the prayer hall, or in the mosque when she prays with the people. This is an incidental glance that does no harm. As for a look that is accompanied by desire, or accompanied by fitnah (trial, discord or temptation); it is not permissible.
