But it is not hidden from everyone that what is known today as "the end justifies the means" is not of Islam at all. The fact that a Muslim lives a difficult life materially, and conversely lives a happy life in this regard in lands of disbelief, does not justify for him to increase the number of disbelievers and decrease the number of Muslims. The Muslim rulers represent very, very few individuals relative to the Islamic society. Then, the emigration of Muslims to those lands is not within the limits of the necessity that you mentioned just now. We have known for decades that America was named the land of emigration, and those who went there were not compelled to seek a good, abundant livelihood. They called themselves emigrants, and as a result, the place of their emigration was named the land of emigration. As for opening the door to permitting emigration to lands of disbelief and misguidance by the ruling of necessity, first, and second, people are not jurists, and they are not careful in defining the meaning of necessity, so that they are truly responsive to the ruling of the Shari'ah in their adherence to "necessities permit the prohibited." The Muslim and the polytheist should not see each other's fires. المسلم والمشرك لا تتراءَى نارهما
; that means he sees that there is a widespread and terrible evil between the neighborliness of a Muslim and a disbeliever, neighborliness only, so what about if he resides in their lands and lives their life? Likewise, he (may Allah's prayers and peace be upon him) said in the authentic hadith:
The example of a good companion is like the seller of musk: either he gives you some, or you buy from him, or you smell a pleasant scent from him. And the example of a bad companion is like the blacksmith: either he burns your clothes, or you smell a foul odor from him. مثل الجليس الصالح كمثل بائع المسك ، إما أن يُحذيك ، وإما أن تشتري منه ، وإما أن تشمَّ منه رائحة طيبة ، ومثل الجليس السوء كمثل الحداد ، إما أن يحرق ثيابك ، وإما أن تشمَّ منه رائحة كريهة
, so harm must occur, even if it is a small percentage, to the Muslim who associates with the polytheists and mixes with them, as he (peace be upon him) said:
Whoever associates with a disbeliever is like him. من جامع المشرك ؛ فهو مثله
, and the hadith of the person who killed ninety-nine souls, as he (peace be upon him) said.

There was among those before you a man who killed ninety-nine souls, then he wanted to repent, so he asked about the most knowledgeable person on earth and was directed to a monk - meaning: an ignorant worshipper - so he came to him and said to him: I have killed ninety-nine souls without right; do I have a repentance? He said: You killed ninety-nine souls, and you ask if you have a repentance? You have no repentance, so he killed him and completed the number. كان فيمن قبلكم رجل قتل تسعة و تسعين نفسًا ، ثم أراد أن يتوب ، فسأل عن أعلم أهل الأرض فدُلَّ على راهب - أي : على متعبِّد جاهل - فأتاه وقال له : أنا قتلت تسعة و تسعين نفسًا بغير حق ؛ ألي توبة ؟ قال : قتلت تسعة و تسعين نفسًا ، وتسأل هل لك توبة ؟ لا توبة لك ، فقتله وأكمل به العدد

So the angels of mercy and the angels of punishment differed over who would take charge of taking his soul, so Allah - Mighty and Majestic - sent a judge to them saying: Look at which of the two villages he was closer to and assign him to its people, so they measured the distance between him and each of the two villages and found him closer to the village whose people are righteous by the amount a person can see while walking, because a person does not walk like this; so the angels of mercy took charge of him. فاختلفت ملائكة الرحمة وملائكة العذاب فيمن يتولَّى قبض روحه ، فأرسل الله - عز وجل - إليهم حَكمًا أن انظروا إلى أيِّ القريتين كان أقرب فألحقوه بأهلها ، فقاسوا ما بينه وبين كل من القريتين فوجدوه أقرب إلى القرية الصالح أهلها بمقدار ما يبين الإنسان في أثناء مِشيته ، لأن الإنسان ما يمشي هكذا ؛ فتولَّته ملائكة الرحمة
