The Shaykh: The truth is that the ruling does not differ between one who is, for example, a native Briton and one who is a Briton by migration; there is no difference between the two in that it is obligatory for each of them to emigrate from the lands of disbelief to the lands of Islam. And I say this with my observation that the lands of Islam are not as they should be, but the matter is as it was said: "O my soul, some evil is less than some"; so the open sinfulness, licentiousness, and indecency that exist in the lands of disbelief - and you are naturally witnessing it there - do not exist in the lands of Islam to this day, and praise be to Allah. Therefore, it is obligatory for all of them to emigrate. As for the excuse that they do not find work or that it is not easy to find work; this is a regressive logic in the literal sense; that is: a non-Islamic logic. Because Allah - Mighty and Majestic - when He mentioned emigration and the emigrants and those who are afflicted with such faint excuses, Allah - Mighty and Majestic - says in the Noble Qur'an:
Was not the earth of Allah spacious [enough] for you to emigrate therein? أَلَمْ تَكُنْ أَرْضُ اللَّهِ وَاسِعَةً فَتُهَاجِرُوا فِيهَا
[An-Nisa 4:97]
