The Shaykh : Here is a matter: is the greeting of the Sacred Mosque circumambulation, or is the greeting of the Sacred Mosque two units of prayer? It has become well-known among many people that the greeting of the Sacred Mosque is circumambulation, but that is not the case. However, its greeting is circumambulation for one who intends to circumambulate. If you enter the Sacred Mosque intending to circumambulate, then your circumambulation suffices in place of the greeting of the mosque. But if you enter the Sacred Mosque with the intention of waiting for the prayer, or attending a session of knowledge, or something similar, then its greeting is that you pray two units of prayer, just like the other mosques. This is based on the saying of the Prophet (peace and blessings be upon him):
If anyone of you enters a Mosque, he should not sit until he has offered a tworak` at prayer. إذا دخل أحدكم المسجد فلا يجلس حتى يصلي ركعتين
Sahih al-Bukhari 1167
This includes the Sacred Mosque. As for if you enter for circumambulation, then circumambulation suffices in place of the greeting, because the Prophet (peace and blessings be upon him) entered the Sacred Mosque for circumambulation and did not pray the greeting.
