Shortening the prayer: after passing the built-up area or after traveling three miles? What is meant by the built-up area? When do the rulings of shortening end?

Machine translationRead the Arabic original
The questioner : We have a question regarding shortening the prayer. When does one begin shortening the prayer? After passing the built-up area, or after traveling three miles or parasangs, as in the hadith of Anas from his home? And what is meant by the built-up area? Is it the built-up area of his village or his city?

The Shaykh : First: travel begins after leaving one’s town or village.
Second: what is meant by the built-up area is the built-up area of one’s village. As for the miles, there is no specific limit, but a person may leave his town and prayer may come upon him after six miles, in which case he prays.

The questioner : If he is a traveler?

The Shaykh : Yes, if he is a traveler.

The questioner : But if it is the end of his journey...?

The Shaykh : That is a second question. You asked when one begins shortening?

The questioner: All right.

The Shaykh: All right.

The questioner : Because we...

The Shaykh : Have we finished with it?

The questioner : We want to get to the point.

The Shaykh : No problem, you...

The questioner : We have finished, we have finished with it.

The Shaykh : Okay, we are done, good. Now, what is the question?

The questioner : For example, we have a large area in Australia called Sydney.

The Shaykh: Perfect.

The questioner : So I leave my house to the youth [area] about twenty-five kilometers?

The Shaykh : In the same capital?

The questioner : In the same Sydney.

The Shaykh: All right.

The questioner : Except that in Sydney there are many areas.

The Shaykh : Yes.

The questioner : And the built-up area is continuous; in some places it does not break?

The Shaykh : But did you leave the town?

The questioner : No, have you not left Sydney?

The Shaykh : The capital of Britain is London.

The questioner: Yes.

The Shaykh : London extends over a hundred kilometers and more, and Cairo is the same. So if someone is in the east of Cairo and sets out walking toward the west, he will not cross it without traveling more than a hundred kilometers. Therefore, he has not entered into the excuse of the traveler.

The questioner : It is completed.

The Shaykh : Yes, but if someone is outside Cairo in one of the many towns, for example in Helwan or elsewhere, the area of the village or town is much smaller than Cairo. So if he leaves it, the rulings of travel begin.
