The questioner : He also says in his question: We want to know, or when does a person begin to shorten the prayer for the distance at which shortening is obligatory? The phrase "at which shortening is obligatory."

The Shaykh : Yes.

The questioner : Is it obligatory or?

The Shaykh : It begins.

The questioner : Yes.

The Shaykh : A person begins to shorten the prayer when he leaves the village, meaning when he exits the boundaries of the town in which he resides, even if he can still see the town.

The questioner : Yes.

The Shaykh : That does not matter. The important thing is that if he exits its boundaries, he is considered to have gone on a journey and left his place of residence, so the rulings of travel begin, such as shortening the prayer, breaking the fast in Ramadan, and other known rulings of travel.

The questioner : Yes.

The Shaykh : As for his use of the phrase "shortening is obligatory", if this phrase comes from a layperson, laypeople do not distinguish between the word "obligatory," the word "recommended," and the word "permissible." They sometimes express obligation using what is a recommended practice or what is permissible.

The questioner : Yes.

The Shaykh : If the one using this expression is a student of knowledge, then he is among those who hold that shortening the prayer while traveling is obligatory, and there is scholarly disagreement on this issue among the scholars.

The questioner : Yes.

The Shaykh : Some scholars hold that shortening the prayer while traveling is obligatory, based on what is established in "Sahih al-Bukhari" in the hadith of A'ishah:
The first thing for which prayer was made obligatory was two rak'ahs, so when the Messenger (peace and blessings be upon him) migrated, the prayer of the resident was increased, and the prayer of the traveler was left as the original obligation. أن أول ما فرضت الصلاة كانت ركعتين، فلما هاجر الرسول صلى الله عليه وسلم زيد في صلاة الحضر، وأقرت صلاة السفر على الفريضة الأولى
They have many proofs indicating the obligation of shortening the prayer while traveling, but the majority of scholars hold that shortening the prayer while traveling is not obligatory, but rather it is a recommended practice, a charity that Allah has bestowed upon His servants, so accepting it from Him is a recommended practice and prescribed.

The questioner : Yes.

The Shaykh : And Allah knows best.

The questioner : Thank you, may Allah reward you.
