The first question, according to our understanding, is that this mother inherited money from her deceased relatives, and she may have siblings, for example, who inherited with her, and they have debts in interest-based banks. So the question is: Is it permissible for them to pay off the debts they owe to the banks from the interest?
Answer: Of course not; because it is obligatory for every Muslim, once he knows the prohibition of dealing in interest, to stop immediately and not to think at all of returning to what Allah has forbidden again, no matter how apparent the material justifications are. If it is possible to get rid of paying the interest-based debts, then that is best. Otherwise, this mother and those like her must pay from their lawful money, and not continue to deal in interest and pay interest in exchange for interest. This is the answer to the first part of the question.
The second part can be understood from what has preceded, and it is best to summarize it.
