(Whoever goes to the Friday prayer in the first hour is as if he had offered a camel...) Does this specify a time that Muslims can adhere to?

The Shaykh:
Yahya related to me from Malik from Sumayy, the mawla of Abu Bakr ibn Abd ar-Rahman, from Abu Salih as-Sammani from Abu Hurayra that the Messenger of Allah, may Allah bless him and grant him peace, said, "If someone does ghusl for major ritual impurity on the day of jumua and then goes in the first part of the time, it is as if he had offered up a camel. If he goes in the second part of the time, it is as if he had offered up a cow. If he goes in the third part of the time, it is as if he had offered up a horned ram. If he goes in the fourth part of the time, it is as if he had offered up a hen. If he goes in the fifth part of the time, it is as if he had offered up an egg. And when the imam comes out, the angels settle down listening to the dhikr (remembrance of Allah)." فَمَن راح في الساعة الأولى
Muwatta Malik 5:1
The Messenger (peace and blessings be upon him) spoke on the basis that the day is twelve hours, so he mentioned the fifth hour, and then the scrolls are folded up. But here there are two things: first, the difference between night and day, which is among the signs of Allah (Mighty and Majestic) and His wisdom in His creation, may result in the day being other than twelve hours; it may be ten hours, or perhaps less. This varies according to the countries, as is not hidden. If so, then the first, second, fourth, and fifth hours are based on this precise timing.
The student: Allah is the Greatest!

The Shaykh : This is the first observation. The second observation: We, the Salafis, say that it is permissible to pray the Friday prayer before the time of the midday prayer. So if the day is in the temperate season, meaning twelve hours, and it is supposed that the midday prayer and the Friday prayer are prayed in the middle of the day, exactly after the sun passes from the zenith of the sky, but it is permissible for us to pray it in the fifth hour, or even in the fourth hour, or even in the third hour, because the time for the Friday prayer is like the time for the festival prayer, namely after the sun has risen and become high and the time of dislike has passed. So this specification of the first, second, and third hour is based on the majority, whether in terms of time or in terms of the practical application of performing the prayer in the time of the midday prayer. But it is permissible to advance the time of the Friday prayer before the time of the midday prayer. This is what I have as an answer to the last question.
