The Shaykh : And Allah (Mighty and Majestic) commands us to single Him out in worship and in legislation. He says, for example, in His Book:
So do not attribute to Allah equals while you know [that there is nothing similar to Him]. فَلَا تَجْعَلُوا لِلَّهِ أَنْدَادًا وَأَنْتُمْ تَعْلَمُونَ
[Al-Baqarah 2:22]
, no partners in anything, including in legislation. From this, it becomes clear to you, O aware and cultured Muslim youth who have had the path opened to you to know the correct Islam from the key "La ilaha illa Allah," that this tawhid (the oneness of Allah), as some scholars of the past explained clearly and some contemporary writers followed them in explaining, necessitates singling out Allah (Mighty and Majestic) in legislation. It necessitates that no one legislates with Allah (Mighty and Majestic) any matter, whether small or large, lowly or insignificant. This is because the issue is not judged by whether the ruling is small or large, but by the motive behind this legislation. If this legislation came from Allah, we draw near to Allah with it. If it came from other than Allah (Mighty and Majestic), we cast it aside and cast aside its legislation like a pomegranate seed. It is not permissible for a Muslim to draw near to Allah (Mighty and Majestic) with any of that. And it is even more impermissible for the one who legislated that to continue legislating it, to persist in it, and to consider it good.
This type of singling out Allah (Mighty and Majestic) in worship—excuse me—this type of singling out Allah (Mighty and Majestic) in legislation is what some Islamic writers have agreed upon today by naming it that sovereignty belongs to Allah (Mighty and Majestic) alone. But, with great regret, our youth took this word, which is not clarified or detailed, and does not encompass every law or every matter introduced into Islam that is not of Islam in any way. That this one who introduced it has participated with Allah (Mighty and Majestic) in this exclusivity and has not singled out Allah (Mighty and Majestic) in His legislation. The reason for this, in my belief, is the lack of clarity of this broad meaning in the phrase "sovereignty belongs to Allah (Mighty and Majestic)." It is that those who wrote about this topic—I say this with great regret—did not write it except while they had been alerted by the pressures of the disbelievers that come to us with these legislations and laws from the lands of disbelief and misguidance. Therefore, when they called Muslims and spoke and wrote constantly and forever about this true word, which is that sovereignty belongs to Allah (Mighty and Majestic) alone, their speech was always focused and revolved around rejecting these foreign laws that come to us from the lands of disbelief, as we said. Because that is introducing into the Shari'ah what Allah (Mighty and Majestic) has not legislated.
This is a true statement, without doubt or doubt. But my intention is to draw your attention to the fact that this important rule, which is that sovereignty belongs to Allah (Mighty and Majestic), is not limited only to rejecting these laws that come to us from the lands of disbelief. Rather, this phrase, this true word, encompasses everything that has entered into Islam, whether it came to us from outside or originated from us, as long as it is not of Islam in any way. This specific point is what we must be aware of, and not just be enthusiastic about the side of these foreign laws, whose disbelief is very clear. We must be aware of this, while disbelief has entered among the Muslims for many, many centuries, and people are heedless of this reality, let alone these matters which they consider trivial. Therefore, this celebration is sufficient for you to know that it is an innovation and is not of Islam in any way.
