A speech by Professor "Muhammad Ra'fat" on the Salafi call and organization.

Muhammad Ra'fat: As for my speech, I actually wish to speak on two matters:
A general matter, which every brother speaks of and discusses, namely the Salafi call and the organization of the Salafis, and the obligation to elect an emir from among them, and the obligation to establish an organization like the current ones. Otherwise, the Salafis have ended, and many of them have scattered here and there, and they have become snatched away.
I mean, we all complain about this. So I say: the one who wants this must be active in himself and his family in knowledge, learning, purification, and upbringing. He must be active in his neighborhood and in his locality and village, or more and more, he must be active among his brothers and make this the organization. For example, last time we invited a large number of brothers. Of course, some had an excuse, some could not make it, and some were like this. So I say: every brother, as Allah said:[Al-Qiyamah 75:14], just as he asks his brothers to be active, to strive, to exert themselves, to struggle, to deny evil, to enjoin good and forbid evil; he must remember that he is one of these brothers. Did he demand of himself learning and teaching, which is the first of organization? Did he demand of himself that he met with his brothers and they advised each other in the matter of the Islamic call in his locality and village? Did he demand of his family that they adhere to what he adheres to? Did he demand of his friends and colleagues? I say that this is the organization, and this is the life of the Salafi call, by the permission of Allah.
And do not fear if our brothers go to such-and-such a group or another; it is good and a blessing, as we said last time. We are not, if Allah wills, the rigid ones, we are not the isolated ones, we are not the partisan ones who adopt the hateful partisanship that loves its brothers and hates those other than them. We love, if Allah wills, as I understand, every brother who has knowledge, who has benefit, who has gain, or is prepared for it, to join any of the Islamic groups in the scene; on the condition that he always keeps the saying of Allah, (Mighty and Majestic):[Al-Baqarah 2:111], and the saying of the Prophet (peace and blessings be upon him) in the authentic, clear, and evident hadiths, to clarify the truth and to seek the truth, to be certain, and to walk with any person, whoever he is, with any group, as Allah, (the Exalted), said: [At-Tawbah 9:119]; so whatever brothers you find in Allah, (Mighty and Majestic), who want to be sincere, and want to be among those who call to Allah, (Mighty and Majestic), with insight, or on clear, evident principles, if you walk with them and cooperate with them, we say as Allah said: [Al-Ma'idah 5:2].
We do not want to cooperate with each other in sin and aggression, nor do we want to cooperate with others in sin and aggression. We want our goal, if Allah wills, from this call to be love for the sake of Allah and hatred for the sake of Allah, which is the strongest bond of faith. So if we walk with them and merge with them and proceed with them, the price of this is: We said: For whom? He said: the Messenger of Allah (peace and blessings be upon him), Sahih al-Bukhari 3012, so there is no evil in this action, rather there is much good in it, and there is victory for the Salafi call before others, by the permission of Allah, (Mighty and Majestic).
But the brothers, according to my simple experience, feel that the fashion of the age is organization, and this organization is what everyone sings about. The Salafis are empty of organization; therefore, they do not form a group; therefore, they are collapsing!! Or they are not counted among the Islamic groups. I say: we represent, if Allah wills, with this Islamic community, the group for which the text is established in the Book and in the pure, purified Sunnah. But this group needs clarification, it needs enlightenment, it needs the callers to Allah, (Mighty and Majestic), to be as Allah said:[Yusuf 12:108]. Every brother in his neighborhood knows many groups, and every brother in his locality knows a group of many brothers here and there. He finds, with great regret, that insight is not present; meaning, it is missing. What will he do?
Either he stands on the insight he was given, some of it, against these people, or he will cooperate with them. Of course, on the way, they will listen, if Allah wills. If he finds that desire is the controller, by the permission of Allah, (Mighty and Majestic), if they were thousands, they would end, or at least the people of good would understand that you are the one with the proof, the one with the saying of Allah, (Mighty and Majestic), the one with the saying of the Messenger (peace and blessings be upon him). He himself will, at the least, not speak before people except with what you say; at the least. Otherwise, his brothers and followers, if you taught them, or as they say, you corrupted them with correct teaching, what will happen? They will turn against him, they will turn against him sooner or later, or at the least, what is called trust between him and them will be removed. And so I say: if the Salafi brother is active in any region and cooperates with these people, by the permission of Allah, (Mighty and Majestic), he will succeed. In addition to all this, I repeat what I said last time that we do not suffice with this, but we want to increase in knowledge, and we want to increase in learning and application by ourselves, our wives, and our families; this is the first point.
So the brothers who are very eager for organization, I call myself and I call them to this thing, which is, by the permission of Allah, (Mighty and Majestic), easy and simple for whom Allah, (the Exalted), makes it easy. As for us remaining saying: organization and emirate, and we want to elect, and we want to choose, and the people have preceded us, or the people, my brother, have picked the fruits or nearly so, and we have become fruits for them. Look at the brothers who were last year, for example, and the year before, they sat with the shaykh, they went with other than the shaykh. I sat with one of them two or three days ago and I said to him: O our noble brother; are you upon the Salafi creed? He said: I am upon it. I said to him, discussing with him in one of the adopted books, indeed the one they are certain of and decisive about, I said to him: this author or such-and-such professor says with the exact text, and the book is in front of me, I said to him: in the introduction, on the ninth page of... the professor says: As for the creed, it is pure among the Muslims, it lives among the Muslims with complete purity and is completely clean, and he listed the creed, the first of which is faith in Allah. I said to him: How is this, O our noble brother? He said: It is going, meaning. I said to him: Then have you forgotten the Salafiyyah?! He said: No, I have not forgotten the Salafiyyah. It is what you and I call the oneness of lordship. I said to him: That is enough, but I advise you with what you are upon, with understanding of this thing and making it understood. He said: I, O brother, record observations and ask them. You now, this... did you study it? Record observations for me and I will ask them. We said to him... We said to him: O our noble brother, if we remain upon this, it is good for us and for them. I said to him afterwards, repeat this issue and mention it, and he said: Faith in Allah among all Muslims is without dispute, so it is clear or pure once again.
In ... before the Basmala, there is a heading or title for information for the youth. I think it is information for the youth. I say frankly about this brother: We have not lost anything; on the contrary, by the permission of Allah (Mighty and Majestic), he will benefit and will be benefited. The thing in which we feel a deficiency, from a general or comprehensive or complete perspective, as it is called in this party in politics or in Islamic economics—if that is correct—he will seek more of it. And the brothers will listen to him and take and give, and they will take and give. As for the creed, he does not forget it. Even when he said to me: "Tawhid al-rububiyyah (oneness of lordship)." I said to him: "Is that enough?" He said: "No, it is not enough." But this thought is clarified in such-and-such a book. He brought such-and-such a book, and we did not find it clarified in that way. So the brother remained truly insistent on what we are upon: that this is Tawhid al-Khaliqiyyah (oneness of creation), Tawhid al-rububiyyah (oneness of lordship), and it is not enough.
I asked him another question. I said to him: "What is the major responsibility?" I read the Shaykh's book "Al-Tafakkur" (Reflection). The major responsibility in the book seems to be, meaning, establishing the existence of the Creator. He said to me: "No, in this book he is not specialized in creed. In other books, he defined it as what is before and after faith in Allah, its implications, and so on." I said to him: "With all this, the one who acknowledges the existence of the Creator; is that enough?" He kept going back and forth saying that the Salafi methodology, understanding, and call in creed is what I adopt and call to, or something of this in the principles, meaning he did not forget his principles, if Allah wills.
So I say this brother who tried and was eager and found that he is now, as Professor "Mahmud ..." said in his mosque, they do not know about him that he is from that party. On the contrary, he is a Salafi from top to bottom, always, constantly. His enmity with the enemies of Islam is with him because he is a Salafi, because he is a man of evidence, because what? He is against the Sufis, for example. So the Sufis—for example—established the region and did not sit it down; why? I say because truly his conduct is still, if Allah wills, built upon evidence. So here it is, if Allah wills, a good matter for us and for him and for all who call to Islam if we see clearly in our path.

He must be active in his neighborhood and in his locality and village, or more and more, he must be active among his brothers and make this the organization. For example, last time we invited a large number of brothers. Of course, some had an excuse, some could not make it, and some were like this. So I say: every brother, as Allah said:
Rather, man, against himself, will be a witness,
بَلِ الْإِنْسَانُ عَلَى نَفْسِهِ بَصِيرَةٌAnd do not fear if our brothers go to such-and-such a group or another; it is good and a blessing, as we said last time. We are not, if Allah wills, the rigid ones, we are not the isolated ones, we are not the partisan ones who adopt the hateful partisanship that loves its brothers and hates those other than them. We love, if Allah wills, as I understand, every brother who has knowledge, who has benefit, who has gain, or is prepared for it, to join any of the Islamic groups in the scene; on the condition that he always keeps the saying of Allah, (Mighty and Majestic):
Say, "Produce your proof, if you should be truthful."
قُلْ هَاتُوا بُرْهَانَكُمْ إِنْ كُنْتُمْ صَادِقِينَO you who have believed, fear Allah and be with those who are true.
يَا أَيُّهَا الَّذِينَ آمَنُوا اتَّقُوا اللَّهَ وَكُونُوا مَعَ الصَّادِقِينَAnd cooperate in righteousness and piety, but do not cooperate in sin and aggression.
وَتَعَاوَنُوا عَلَى الْبِرِّ وَالتَّقْوَى وَلَا تَعَاوَنُوا عَلَى الْإِثْمِ وَالْعُدْوَانِWe do not want to cooperate with each other in sin and aggression, nor do we want to cooperate with others in sin and aggression. We want our goal, if Allah wills, from this call to be love for the sake of Allah and hatred for the sake of Allah, which is the strongest bond of faith. So if we walk with them and merge with them and proceed with them, the price of this is:
Religion is advice, religion is advice, religion is advice
الدين النصيحة ، الدين النصيحة ، الدين النصيحةfor Allah
للهNarrated As-Sab bin Jaththama: The Prophet (ﷺ) passed by me at a place called Al-Abwa or Waddan, and was asked whether it was permissible to attack the pagan warriors at night with the probability of exposing their women and children to danger. The Prophet (ﷺ) replied, "They (i.e. women and children) are from them (i.e. pagans)." I also heard the Prophet (ﷺ) saying, "The institution of Hima is invalid except for Allah and His Apostle."
ولرسوله - صلى الله عليه وسلم - ولأئمة المسلمين وعامَّتهمBut the brothers, according to my simple experience, feel that the fashion of the age is organization, and this organization is what everyone sings about. The Salafis are empty of organization; therefore, they do not form a group; therefore, they are collapsing!! Or they are not counted among the Islamic groups. This is my way; I invite to Allah with insight, I and those who follow me
