What is the validity of the claim that the call to Islam cannot be established except through party organizations?

Machine translationRead the Arabic original
The questioner : What is the ruling on those who engage in these organizations and say that the Salafi call cannot be established except through these organizations? The nature or structure of these organizations is that a man asks people for a pledge of allegiance or a covenant, and they pledge allegiance to him or covenant with him regarding this matter. Then, after that, the lesser commanders have a greater commander over them, and so on, until it becomes what they describe as a hierarchical or cluster organization, or something similar. People’s words have differed on this matter, so I have posed this question to you, and you have mentioned your answer and your clear, decisive word on this matter. However, I was in the process of discussing the doubts or evidence they use to support their position. I mentioned to you that they argue based on the generality of the saying of Allah the Exalted:
And hold firmly to the rope of Allah all together and do not become divided واعتصموا بحبل الله جميعًا ولا تفرقوا
[Ali 'Imran 3:103]
and the verses that indicate gathering
cooperate in righteousness and piety وتعاونوا على البر والتقوى
[Al-Ma'idah 5:2]
. So, may Allah preserve you, you were in the process of speaking about a principle you have always warned against in your books and gatherings, which is that any general text for which the practice of the Salaf is not found regarding some of its parts, or in the form that is disputed, acting upon it becomes a religious innovation. We are waiting, if Allah wills, for you to detail this principle, and we are waiting, if Allah wills, for you to have a broad chest to hear what they say, so that we may know. Because in the future, Shaykh, we will encounter these things; each of us is in a different place—this one in a plain, that one in a mountain, this one in a valley, and this one in a city. We will encounter these things, so we wanted to know these things from you, perhaps Allah the Exalted and Sublime will benefit us with such an answer, and hearts will be reassured by the command of Allah the Mighty and Majestic.

The Shaykh : We ask Allah for that. And before answering, I want to draw attention to the fact that a Muslim should not hope for what is usually and legally impossible, which is that Muslims, let alone others, agree on every issue in which they differ. Rather, it is upon us to call to the truth that we believe in and by which we declare our religion to Allah, and then it is not our concern whether people respond to the call to truth or not. And if Allah the Mighty and Majestic says to His Prophet (peace and blessings be upon him):
Then perhaps you would kill yourself through grief over them, [O Muhammad], if they do not believe in this message, [and] out of sorrow. فلعلك باخع نفسك على آثارهم إن لم يؤمنوا بهذا الحديث أسفًا
[Al-Kahf 18:6]
, then what can be said to us, when we have only a drop from the ocean of the knowledge of the Messenger of Allah (peace and blessings be upon him)? It is said to us here multiples; it is said to us multiples of multiples of what was said to the Prophet (peace and blessings be upon him). Therefore, we should not think that we will satisfy this one and that one and this one and that one. Rather, we should cast our call and couple it with the argument that Allah the Mighty and Majestic has blessed us with, or that Allah has bestowed upon us, and then proceed to act upon what we have learned.
