How do we estimate the sa' for the alms given at the end of Ramadan?

Machine translationRead the Arabic original
The questioner : ... .

The Shaykh : The estimation for the alms given at the end of Ramadan requires simple handling, and any person can undertake it himself if he wishes not to rely on the traditional bulletin issued by the Department of Ifta; because we observe that the bulletin does not give the precise ruling, but rather gives a ruling... And what I believe is that it should give the ruling with precision. Then, if the one paying zakah wishes to be generous, the matter is as He said - the Exalted - :
And whoever volunteers excess - it is better for him فَمَنْ تَطَوَّعَ خَيْرًا فَهُوَ خَيْرٌ لَهُ
[Al-Baqarah 2:184]
.
As for the method of estimation, we have the output of wheat, a sa' of barley, half a sa' of wheat, and a sa' of dates, or a sa' of 'aqt (dried milk), or a sa' of raisins. These are the items for which the text came in the hadith. If you want to output the value of a sa' of these measures, you must scoop—if what you are outputting is a sa', like a sa' of barley, for example—you scoop four scoops with two moderate hands. The four scoops equal a sa'. You put them on the scale: how much do these weigh? He will tell you—for example: one and a half pounds. This is what is obligatory for you for one person: a sa' of barley.
If you need wheat, you take half; that is: two scoops. How much do these weigh? One paper and... or two papers; and so on. Every person can output what he wishes of the zakah after the determination. You make it two sa' instead of one sa', just as we said in the previous verse:
And whoever volunteers excess - it is better for him فَمَنْ تَطَوَّعَ خَيْرًا فَهُوَ خَيْرٌ لَهُ
[Al-Baqarah 2:184]
. But perhaps a person cannot output the amount that... He tells you: I am poor. But when you give him the precise determination, you tell him: two scoops of wheat; the matter becomes easy for him, so he hastens to output this zakah. And this is among the benefits of adhering to the texts with precision... So in what Allah has legislated an increase in, here it is said in the common phrase: "An increase in good is good." And better than that is the previous verse; because the verse came in... the one who breaks his fast in Ramadan for a chronic illness, for example, or because of a woman's pregnancy or her breastfeeding, so He said - the Exalted - :
So whoever among you is ill or فَمَنْ كَانَ مِنْكُمْ مَرِيضًا أَوْ ...
