A dispute arose among the brothers in our country regarding the money collected for the zakah committees; some of them say

Machine translationRead the Arabic original
Mashhur: Our Shaykh, the situation of the brothers among us, the students of knowledge, I mean the "Al-Qusaymah" area, is one of severe disagreement regarding the money.

The Shaykh : Strange.
Mashhur: And by money, I mean the money collected in the name of the zakah committee!

The Shaykh: There is no power nor strength except with Allah.
Mashhur: And some of the brothers quote some of your fatwas, saying: The Shaykh permits the one who goes abroad to collect money to take a percentage if they specified it and he did not specify it. We ask our Shuyukh for advice to these brothers, for the accusations have almost reached every worshipper who prays in the mosques of "Al-Qusaymah" in full, and everyone is accused of being a thief!!

The Shaykh: Allah is the Greatest!
Mashhur: And everyone speaks about the other, and the disagreement is severe and indescribable, and everyone accuses the other of amounts, whether small or large, some of them are truthful and some are lying, they are all liars; Allah knows best about that. I want us to benefit from the Shari'ah ruling in the matter that was mentioned and quoted from you, may Allah reward you with good. And I want, also, a word from you and from our Shaykh Abu Malik - may Allah reward you with good - advice to these brothers: should they remain in the committees? Is our work to be zakah committees? Should we collect? What is our position toward each other, and everyone is surrounded by doubts, and there are signs and indicators of accusation?
Abu Malik: Our Shaykh, regarding the question of our brother Mashhur, before you answer the question.

The Shaykh: How long has this been going on?
Mashhur: It started about a year ago, and now.
Abu Malik: ... So the fault is on you, not on them, I am blaming you now.
Mashhur: May Allah honor you, even if I wanted to.
Abu Malik: Why am I blaming you? Because it was supposed - may Allah bless you - that you would hasten immediately from the beginning of the matter until ... and until it is left and there are not more negative effects than what you mentioned ... .
Mashhur: The truth is, we sat together a lot and disagreed a lot, and we said: Our Shuyukh are busy with what they are doing, and perhaps we can settle the matter among ourselves, and we made many appointments and there were sessions and sessions, and despite this, now estrangement is the normal state among the brothers; I mean, it is not just estrangement, but also accusation and the like.

The Shaykh: I advised one of them less than a week ago, and he had come to me to take from me a certification ... a costly certification from the committee ... a certification, and I advised him not to participate.
Mashhur: ... .

The Shaykh : Yes?
Mashhur: ... after the advice.

The Shaykh: We have no power except to advise, and now, due to the abundance of these complaints that reach us, and I feel from some of their questions to me that they want to take from me an approval that helps them to take what ... from a fee or from a salary or a pension!
Abu Malik: An implicit approval, not an explicit one, I mean; because the explicit one ... .

The Shaykh: I see now that the matter of these committees completely resembles the matter of elections held in some Islamic countries, and you all know that we do not see the legitimacy of these elections; because first: the methods are foreign, Western, and disbelieving, and second: there may be fraud, concealment, and buying of consciences and the like. But at the same time, I see that if there are groups or parties; every party proposes people from them, and among them are Islamic people; we see, from the perspective of reducing evil and encouraging good, and from the perspective of repelling the greater harm with the lesser, that we should elect, and we do not see that we should elect or be elected, that we should elect the one who is less evil than if he reached what they call the National Assembly or the Parliament.
Mashhur: Our Shaykh, this is what we have, the whole disagreement is among the Salafi brothers, and the Endowments speak about the Salafis with words that have no beginning or end, the responsible officials now.

The Shaykh : ... .
Mashhur: Liars, false messiahs, thieves, and the Endowments have what proves against some of the brothers, and the brothers have against themselves that he forged my signature and gave me his signature; I mean, words of this kind.

The Shaykh: Allah is the Greatest!
Mashhur: Advice from our Shaykh, especially regarding this incident, may Allah honor you.

The Shaykh: I presented this to say that, just as we do not advise anyone to nominate himself to be elected, so we do not advise any of our brothers to nominate himself to be in one of the zakah committees. And I said to the one I advised not to do so that the Messenger - peace and blessings be upon him - used to say, as it came in the authentic hadith:
Indeed, every nation has a trial, and the trial of my nation is wealth إنَّ لكل أمة فتنة ، وإن فتنة أمتي المال
Sahih Ibn Hibban 13:15
, and we are exposed to trials. So this collector who is tasked to go to the lands of disbelief and misguidance to collect from some Muslims who were tried by residing in those lands; what prevents him from stealing something that was given to him and for which he did not present a receipt? Rather, who guarantees, as you quoted and as we also heard from some people, I mean, we were also tried by people like them two or three years ago; and it is the manipulation of numbers, and this is a very easy matter.
Yes?

Another questioner: The ledgers, Shaykh.

The Shaykh: The ledgers.
And therefore, among what I said to this one and others as well: We are in need now of students of knowledge who devote themselves, after earning their lawful sustenance through lawful earnings, to devote themselves to knowledge; because society is in need of students of knowledge, let alone that they are in need of scholars; so their preoccupation with collecting money, I said to one of them: these ways of collecting money are perhaps mastered by disbelievers more than Muslims, and among Muslims are those who are not there in righteousness and piety; because this is a profession like other professions; and therefore we do not advise anyone of our brothers, even if he is not a Salafi but he is righteous, not to enter this entrance, and not to go into this passage.
Mashhur: Our Shaykh, I want to ask about some details.

The Shaykh: Go ahead.
Mashhur: May Allah bless you.
