The Shaykh : You heard in the hadith:
of a Muslim over a Muslim من المسلم على المسلم
; this is a restriction that establishes that it is not obligatory for a Muslim to offer the Muslim greeting, or in other words, the Islamic greeting is not obligatory for him to offer to a non-Muslim. Rather, this is by the implication of this restriction:
The Muslim over the Muslim المسلم على المسلم

Do not initiate the saluting of Jews and Christians (when you meet them), and if you meet any of them on the road, force him to go to the narrowest part of the road لا تبدؤوا اليهود والنصارى بالسلام ، وإذا لقيتُمُوهم فاضطرُّوهم إلى أضيق الطرق

And there is another hadith in which the Prophet (peace and blessings be upon him and his family) said, meaning:
We are going to the Jews; so do not initiate the greeting to them, and if one of them greets you, say: And to you. إنَّا ذاهبون إلى يهود ؛ فلا تبدؤوهم بالسلام ، وإذا سلَّم أحدهم عليكم فقولوا : وعليكم
