The ruling on opening a shop under someone else's name to circumvent the state's prohibition on opening it under one's own name

I mentioned an answer to one of the brother questioners a little while ago: that a state employee is not permitted to trade in one of the trades, so is it permissible for a state employee to open a shop under the name of his wife or one of his brothers, while it is actually his?
It is not permissible for an employed person to open a trading shop under the name of his son, his wife, one of his relatives, or one of his friends; because that is lying, since this shop does not belong to the person whose name is written on it, and at the same time it is a betrayal of the state; because the person did what the state prohibited and deceived it by doing so.
