And prepare against them whatever you are able of power

وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ

[Al-Anfal: 60], and it should be in the best position where this preparation is received,As I said: the rulers are addressed by this, as for the individuals of the people, they are generally unable to do so.
