Ruling on combining the Maghrib and 'Isha' prayers for one who is able to catch the 'Isha' prayer in his hometown

Machine translationRead the Arabic original
His Eminence the Shaykh: A man traveled from al-Qassim to Riyadh, and just before he arrived in Riyadh, the time for the Maghrib prayer came upon him. Is it valid for him to combine the Maghrib and 'Isha' prayers, given that he is able to catch the 'Isha' prayer in Riyadh?
Yes,I say: If this man is from, for example, Unayzah or al-Qassim, and he traveled to Riyadh and got close to Riyadh, he may combine the Maghrib and 'Isha' prayers because he is a traveler, even if he is able to catch the people in the 'Isha' prayer.Because he might say: If I say, "When I arrive in Riyadh, I will be tired and I want to rest," or something like that, we say: combine them. But the question is: if he has turned toward his hometown and he knows that he will catch the time of the second prayer in the town, does he combine them?We say: Yes.
He may combine them, but leaving off the combination here is better; because he will arrive in the town at a time when he can catch the second prayer in its proper time.
