It is contrary to the Sunnah.And if a person takes that as a Sunnah, we would say: You are an innovator.Meaning: If one recites aloud in the Zuhr prayer believing that this is the Sunnah, we would say: You are an innovator. And if he is an imam, we would remove him from his position unless he repents. And if one recites quietly in a loud prayer believing that this is the Sunnah, we would say: This is an innovation, and we would remove him from his position unless he repents. However, let it be known that the Messenger of Allah (peace and blessings be upon him) in the secret prayers would sometimes let the Companions hear the verse. It is prescribed for the imam, not the follower, in the secret prayers to sometimes let the followers hear the recitation, to alert them that he is reciting. As for the follower, it is not recommended for him to recite aloud at all; because it disturbs the others, and because he is a follower and not one who is followed.

The questioner: O Shaykh! If the Fajr prayer is made up after the sun has risen and it is prayed, is it recited aloud?

Answer: Yes.
This is correct. The prayer that is made up is like the prayer performed in its proper time.For example: If you make up a loud prayer during the day, recite it aloud. And if you make up a secret prayer at night, recite it quietly. The criterion is the prayer being made up. For this reason, when the Prophet (peace and blessings be upon him) made up the Fajr prayer that they had missed while traveling, he made it up with loud recitation.
