There is a man who came from Egypt to our country here, and he intended to perform 'Umrah;But he says: his guarantor will be at the airport, and he knows that this guarantor is strict, so he feared that he would not give him permission. Therefore, he did not intend to perform 'Umrah until after he gave him permission. When he arrived at the airport, he gave him permission, and he had already intended to perform 'Umrah; but he did not enter the state of ihram from the airport.And similar to that: That some people go to Jeddah for work,And he says: if time remains, he intends from Jeddah and performs 'Umrah. What is the ruling on these two matters?
The ruling on these two matters is the same.

So the worker who came to Jeddah and said: If my guarantor gives me permission, I will perform 'Umrah, otherwise I will not.We say: If he arrives in Jeddah and his guarantor gives him permission, let him enter the state of ihram from Jeddah, and he owes nothing.
And likewise the other one who came to Jeddah for work,And he said: If it is facilitated for me, I will perform 'Umrah, otherwise I will not.We say: If it is facilitated for him, let him enter the state of ihram from Jeddah, and he owes nothing; due to the generality of the saying of the Prophet (peace and blessings be upon him) in the authentic hadith: (And whoever is below that -Meaning: below the miqat boundaries - then from where he begins) .
