On the first day—the eighth day—one enters the state of ihram for Hajj in the late morning, before the midday prayer, from wherever one is. If one is in Makkah, then from Makkah; if one is in Mina, then from Mina; if one is at 'Arafah, then from 'Arafah, from whatever place one is in. One enters the state of ihram for Hajj from one's location, wherever that may be.
Then one goes out to Mina and stays there, praying the midday, afternoon, sunset, and night prayers, as well as the dawn prayer, shortened and without combining them. This is because the Prophet (peace and blessings be upon him) did not combine prayers during his Hajj when he went out for Hajj, except at 'Arafah and Muzdalifah only.
