Answer: If he intends to perform both Hajj and 'Umrah together, and he intends them from the beginning of the ihram, or if he intends 'Umrah first and then intends Hajj and includes it with it, then he is thereby a qarin (one who combines them), meaning he entered ihram for two rites together, or he entered ihram for the rite of 'Umrah and included the rite of Hajj, so he became a qarin. What is required of him in terms of action is that he remains in his ihram. When he arrives in Makkah, he performs the Tawaf of Arrival, which is a recommended practice (sunnah). Then, if he performs the Sa'y after it, the Sa'y for Hajj and 'Umrah is brought forward, and there is no harm in that. However, the ifrad does not have an obligatory hady because he did not intend the two rites, but only one rite, so he does not have an obligatory hady.
