Ruling on Tamattu' in Hajj for One Who Arrives on the Eighth Day

If one reaches the miqat on the eighth day, is it permissible for him to perform tamattu'? And if so, is it better to perform tamattu' or qiran?
If one reaches the miqat on the eighth day before Dhuhr, I do not think he should perform 'Umrah;Because Allah says: [al-Baqarah:196] Therefore, there must be a time interval between the 'Umrah and the Hajj. When a person reaches the miqat after the time for Hajj has begun, he is commanded to go out to Mina, perform the sa'y for Hajj, and complete the Hajj.
