The ruling on looking at images displayed on television

Machine translationRead the Arabic original
Your Eminence! Allah the Exalted said:
(30) Tell the believing men to reduce [some] of their vision and guard their private parts. That is purer for them. Indeed, Allah is Acquainted with what they do. (31) And tell the believing women to reduce [some] of their vision and guard their private parts and not expose their adornment except that which [necessarily] appears thereof and to wrap [a portion of] their headcovers over their chests and not expose their adornment except to their husbandsقُلْ لِلْمُؤْمِنِينَ يَغُضُّوا مِنْ أَبْصَارِهِمْ وَيَحْفَظُوا فُرُوجَهُمْ ذَلِكَ أَزْكَى لَهُمْ إِنَّ اللَّهَ خَبِيرٌ بِمَا يَصْنَعُونَ * وَقُلْ لِلْمُؤْمِنَاتِ يَغْضُضْنَ مِنْ أَبْصَارِهِنَّ وَيَحْفَظْنَ فُرُوجَهُنَّ وَلا يُبْدِينَ زِينَتَهُنَّ إِلَّا مَا ظَهَرَ مِنْهَا وَلْيَضْرِبْنَ بِخُمُرِهِنَّ عَلَى جُيُوبِهِنَّ وَلا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ
[Al-Nur: 30-31] Is this verse specific to looking at non-mahram women,Or does it include all other matters, for example: or does it include looking at television, or images, or at some newspapers that contain images to learn about the news of Muslims in the world?
There is no doubt that the verse is originally about looking at women, men looking at women and women looking at men; this is the original context.
As for what is shown on television, if a person looks at it for enjoyment or desire, there is no doubt that it is forbidden. However, if he looks at it in an ordinary way, there is something troubling about it, and it is better to avoid it. So, if a female presenter, for example, appears on television, he should turn off the television, because he fears that if he looks at her, he may be tempted by her.
