The Exemption of the Rawatib Prayer for the Traveler

Machine translationRead the Arabic original
If the traveler prays Jumu'ah, is the rawatib prayer exempted for him, or does he pray it?
If the traveler is in a town where Jumu'ah is held, it is obligatory for him to pray Jumu'ah;because of His saying, the Exalted:
O you who have believed, when [the adhan] is called for the prayer on the day of Jumu'ah [Friday], then proceed to the remembrance of Allah and leave tradeيَا أَيُّهَا الَّذِينَ آمَنُوا إِذَا نُودِيَ لِلصَّلاةِ مِنْ يَوْمِ الْجُمُعَةِ فَاسَعَوْا إِلَى ذِكْرِ اللَّهِ وَذَرُوا الْبَيْعَ
[Al-Jumu'ah: 9] and the traveler falls under the general ruling because he is among the believers,It is not said: I am a traveler and I will shorten the prayer. Jumu'ah is obligatory for you. If he prays Jumu'ah, it has no rawatib before it, as is well known, but it has a rawatib after it. Does he pray the rawatib or not? It appears that he does not pray the rawatib, but he may pray it as a general voluntary prayer.Rather, we said: It appears that he does not pray it; because the reason for leaving the rawatib is not that the prayer is shortened, as evidenced by the fact that Maghrib for the traveler is not shortened, and yet he does not pray its rawatib. So we say: There is no rawatib for Jumu'ah in your case, but if you pray a general voluntary prayer without intending it to be the rawatib, there is no harm.

The questioner: Is it permissible to combine 'Asr with it?The Shaykh: 'Asr is not combined with Jumu'ah; because Jumu'ah is an independent prayer to which what follows it is not combined, nor is it combined with what follows it and delayed. The Sunnah reported is only for combining Dhuhr and 'Asr, not Jumu'ah and 'Asr. And Jumu'ah, as we know, differs from Dhuhr in many matters.
