The nearest are more deserving of kindness

There is a woman who wants to donate a sum of money to build a mosque in this town, but she was advised to build four mosques in four places in the communist countries, which Allah has blessed and which have been liberated from communism, with the value of building one mosque, and perhaps the good there would be greater. What is your opinion, O Shaykh? Should she build a small mosque here or four large mosques there?
What I see is that as long as the town in which she is located needs a large or small mosque, it is more deserving than there. Start with yourself first, then the nearest are more deserving of kindness.
