The Shaykh : Therefore, it is not befitting for us, who are strangers, to focus on reforming a corrupt society by starting with the head, meaning the ruler. This is a very grave error. Nor should we start with the employees and workers who take refuge in him. Rather, we begin with ourselves, then with those who take refuge in us, as he (peace and blessings be upon him) said in another authentic hadith, though not in this specific context. He (peace and blessings be upon him) said regarding spending:
Start with yourself, then with those you are responsible for. إبدأ بنفسك ثم بمن تعول
meaning that the closest relatives are the most deserving of kindness. Although many people, on this occasion, assume that "the closest relatives are the most deserving of kindness" is a verse of the Qur'an, it is not a verse; it is a wise saying, and its meaning is correct, similar to this hadith and the like.
And warn, [O Muhammad], your closest kindred. وأنذر عشيرتك الأقربين
[Ash-Shu'ara 26:214]
whereas he was sent as a warner to all people, those in his time and those who would come after him. However, he specifically mentioned the closest relatives because they are the most deserving of care in guiding them, directing them, and bringing them out of their misguidance. This is how the matter is.
