Question:
A letter reached the program from one of the listening brothers, a Sudanese resident of al-Taif, whose name is (A. S. Abu Musa). Our brother wrote his letter in his colloquial dialect, and I understood the following from it:
He asks about giving zakah to his paternal sister and her children, and to his father and his paternal brothers. He also asks about sending zakah to his country because of the large number of poor people there.

Answer:
There is no objection to giving zakah to your male and female siblings if they are needy poor people. This includes both maintaining family ties and giving charity; it is both a tie and a charity. The Prophet (peace and blessings be upon him) said:
Giving charity to a poor person is charity, and (giving) to a relative is two things, charity and upholding the ties of kinship.الصدقة على الفقير صدقة، وعلى ذي الرحم اثنتان صدقة وصلة
Sunan an-Nasa'i 2582Sahih (Darussalam)
So if a person’s brother is poor, or his sister is poor, or his paternal uncle, or his maternal uncle, or someone like that, then charity to them is more preferable than to others; because it combines two things: maintaining the tie and giving charity, yes.
