Ruling on dividing the sacrificial animals into two portions: for the poor and for the pilgrims

Machine translationRead the Arabic original
In some camps during Hajj, money is collected from pilgrims to slaughter the sacrificial animal for them on behalf of those performing Tamattu' or Qiran. For example: If you take the value of one hundred animals from, for example, one hundred pilgrims for slaughter, and you go and slaughter the one hundred, and distribute about fifty sheep completely,Meaning: without any of it being eaten, and you take the rest to the camp, the fifty, and they slaughter and eat them there, what is the ruling on this?
This is a mistake, and this action is not permissible for them; because the fifty that they brought to the camp, they will not fulfill what is obligatory in them, which is feeding the poor. This is a point that should be pointed out; because the matter is as you mentioned,He says: we are now giving charity with fifty, which is better, and slaughtering fifty completely to the camp to be eaten,But it is said: the obligatory thing is to take, even if it is just two hands or two legs, and give them as charity, and take the rest to your tents. As for giving away half of it completely and not giving away anything from the other half, this is not permissible. The groups must be alerted to this.

The questioner himself: O Shaykh! Is there an expiation for whoever did this?Answer: No.

However, according to the words of the jurists (may Allah have mercy on them), they say: he must guarantee the minimum amount of meat that falls on each sheep,Meaning: he buys fifty kilograms and gives it as charity to the poor there in Mecca, of the same type as his sheep, if they were sheep.
