Ruling on Sending Sacrifices to Another Location

The issue of sending the udhiyah to the mujahideen,Some say: it is better to send it to the mujahideen and have it slaughtered there,And others say: No, rather it is better to slaughter it here. So what is your guidance, Your Eminence? May Allah reward you with good.

The one who says: The one who says that sending it there is better is mistaken in this statement; because the udhiyah is among the manifest rituals of Islam, and its purpose is not a material thing, which is benefiting from the meat,As Allah the Exalted said:
Their meat will not reach Allah, nor will their blood, but what reaches Him is piety from youلَنْ يَنَالَ اللَّهَ لُحُومُهَا وَلا دِمَاؤُهَا وَلَكِنْ يَنَالُهُ التَّقْوَى مِنْكُمْ
[Al-Hajj: 37] And the most important objective of it is: drawing near to Allah through the slaughter, so that it becomes a ritual and a worship,And the evidence for that is: that the udhiyah has specific rulings: among them is that it must be at a specific time.

And among them: that it must be of a specific type.

And among them: that it must be of a specific description.

And among them: that it must be free from defects.
And if the objective were merely the meat, it would be permissible at any time, of any type, of any description, and whether defective or not defective,For example: The udhiyah is only on the days of slaughter: the day of 'Id al-Adha and the three days following it.

Also: The udhiyah must be on the day of the 'Id, after the prayer.
And it must be of a specific type,And it is the livestock: camels, cattle, and sheep. So if you slaughtered a horse and gave it in charity as an udhiyah, it would not suffice.
And it must be of a specific age,and she: that it be a one-year-old from the sheep, or a two-year-old from the rest. And if the objective were the meat, it would be permissible in the horse, and it would be permissible with less than this age.
And it must be sound from the defects that the Messenger of Allah (peace and blessings be upon him) specified,So he said: (Four things do not make the sacrifices permissible: the one-eyed one whose blindness is apparent, the sick one whose sickness is apparent, the lame one whose lameness is apparent, and the emaciated one -Meaning: the thin one - which has no marrow and there is no marrow in it) meaning: there is no marrow in it.
And if the objective were the meat, it would be permissible with this defect; because the blindness of the one-eyed one does not affect its meat.
So when you know that, it becomes clear to you that the udhiyah is a prescribed worship in itself, not that it is merely giving meat in charity. And the Prophet (peace and blessings be upon him) distinguished between the sheep for meat and the sheep for sacrifice,So he said: (Whoever slaughters before the prayer, his sheep is a sheep for meat and he has no worship), and this is clear from the fact that the objective is not merely the meat. And if that is the case, then we see that the udhiyah should not be sent to Afghanistan, or to any other poor Islamic country; because that is contrary to the guidance of the Prophet (peace and blessings be upon him): For among the guidance of the Messenger (peace and blessings be upon him) is: that a person slaughters the udhiyah with his own hand, and if he does not know how, he appoints someone to sacrifice.

And among the guidance of the Prophet (peace and blessings be upon him): that he witnesses the sacrifice.

And among the guidance of the Prophet (peace and blessings be upon him) which Allah commanded: that he eats from it,As Allah the Exalted said:
So eat of them and feed the miserable and poor.فَكُلُوا مِنْهَا وَأَطْعِمُوا الْبَائِسَ الْفَقِيرَ
[Al-Hajj: 28] Eat from it, and the original ruling of a command is obligation, for this reason some scholars went to the obligation of the one who sacrifices eating from his sacrifice. And how can eating be possible when it is in the East or in the West?! And among the guidance of the Prophet (peace and blessings be upon him) in the sacrifice: that he invokes the name of Allah over it,So he says: (In the name of Allah, and Allah is the Greatest, this is from you and for you, on my behalf and on behalf of my household) And how is this possible when it is in the East or in the West?! And there is no doubt that if we said to send the udhiyah to other countries, we would deprive the Islamic countries of this ritual; because all people love the best.

So when it is said to them: The best is that you send your sacrifices to such-and-such a place, the Islamic countries are deprived of this Islamic ritual.

Then among the rulings of the sacrifices: That when the ten days enter, a person is prohibited from taking anything from his hair, or his skin, or his nail, until he sacrifices. And if you send it to the right or to the left, you do not know when they will sacrifice! So this fatwa is undoubtedly an error. And whoever wants to benefit the Muslims, let him do so; but not with the Islamic ritual, for the rituals remain, and the benefit of the Muslims is obtained from another door.
