The Ruling on the Prayer of a Person Standing Alone Behind the Rows

I am the imam of a mosque, and it happens that among the congregation, a person comes, for example, to pray alone behind the row. Some people then line up with him. I warn them that the row is not complete, so I am asking about the hadith of the Messenger of Allah (peace and blessings be upon him): (Whoever completes a row, Allah completes it for him, and whoever breaks a row, Allah breaks it). What is the interpretation of this hadith? And does one sin if he does not complete the row and prays next to the person praying alone?
There is nothing wrong with that,Meaning: For example, if you come and the row is not complete, but you find this man has lined up alone behind the row, then line up with him, provided this is in the first rak'ah. However, if it is in the second rak'ah, the prayer of this man is invalid, so there is no benefit in lining up with him.
And if you do not know, I think it is better for you to line up with him. This would be leaving a recommended practice for the sake of assisting in an obligatory one.
