If a person travels after the time has entered and prays while on his journey, he shortens his prayer. Likewise, if the time enters while he is traveling and he then reaches his home town, he completes the prayer. This is because the determining factor is the performance of the prayer, not its time. So, whenever he performs the prayer while traveling, he shortens it, and whenever he performs it while residing in his home town, he completes it.
